Note: Purchasing a new Merc does not reset your stats. Any and all stats purchased will stay on your account and transfer to your new character. Once you pay for a stat upgrade, you have it forever.

To purchase a Merc Contract and acquire the services of a Merc, you must place an order form in a post to this thread stating the following...

Merc Contract: (What Merc you are ordering/purchasing)
Price: (How many credits you are spending)
Special Deal: (Either Yes or No, deals will pop up over time and sometimes offer special versions of normal Mercs, so you must say if you are purchasing the Special Deal so that your order is not mistaken)

Once you have posted an order form, you must then wait for a Mod or Admin to ship your new contract. There is no determined amount of time of how long this can take, so please be patient.

what do the mercs actually do?

Mainly, different Mercs are essentially just skins for your character. As of right now, none of them do anything special.

However, if you are asking how to play Mercs, I would ask either Kloneman or RaichuFTW as both of them are already seasoned veterans of sorts.

If you perchase a new skin for your merc, will you still have access to your old skin should you want to switch back at any time? Or do you have to re-buy your old skin to do so?

You only get one skin at this point. However, i am thinking special edition skins will be allowed to switch back as there will only be a limited amount of them.
